Terms of Use for e-Vidhayak Dispur

By downloading, installing, registering, or using the e-Vidhayak Dispur mobile application ("App") and related services, you agree to be bound by these Terms of Use ("Terms").

If you do not agree to these Terms, you must immediately uninstall the App and cease using all of our services.

These Terms constitute a legally binding agreement between you and Xopuntech India Pvt. Ltd. ("Company", "we", "our", or "us").

To use the platform as a Citizen, you must complete the onboarding verification process. You agree to:

• Provide your legal Full Name and correct Mobile Number.
• Input a valid Voter ID / EPIC Number registered in the Dispur constituency.
• Upload a genuine image of your Voter ID card to verify constituency residency.
• Accept location permissions in the foreground to auto-resolve your ward during setup.

e-Vidhayak Dispur is designed to promote constructive civic engagement. Users are strictly prohibited from:

• Submitting fake, fictional, or intentionally misleading grievances or suggestions.
• Uploading files containing malware, viruses, or corrupt data.
• Using abusive, profane, defamatory, harassing, or threatening language in submissions or comments.
• Submitting the same grievance repeatedly (spamming) to crowd out other citizens.
• Attempting to bypass the App's authentication systems, reverse-engineer the API, or disrupt server operations.

When you submit a grievance or suggestion, you may upload photos, videos, PDF documents, or voice recordings ("User Content"):

• You represent and warrant that you own or have the legal right to share the User Content.
• You grant the Company and the Dispur constituency management team a non-exclusive, royalty-free, worldwide license to host, display, translate, and process the User Content solely for the purpose of investigating and resolving the reported issue.
• The Company reserves the right to remove any User Content that violates our Acceptable Use Guidelines.

The platform operates on strict role-based access permissions. You agree to operate strictly within the boundaries of your assigned role:

• Citizens: May submit grievances/suggestions, view notice boards, constituency project updates, and track their issue status.
• MLAs & Staff: Authorized to publish notices, manage submissions, assign issues, and draft resolution notes.
• Executives: Assigned to inspect and resolve field complaints, upload status actions, and update progress.

THE APP AND SERVICES ARE PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS. WE MAKE NO WARRANTIES, EXPRESS OR IMPLIED, REGARDING THE SPEED, RESOLUTION, OR OUTCOME OF CITIZEN GRIEVANCES.

In no event shall Xopuntech India Pvt. Ltd. be liable for any direct, indirect, incidental, special, or consequential damages arising from your use of, or inability to use, the platform. The resolution of civic issues is subject to official government departments, budget allocations, and administrative approvals beyond the control of the Company.

We reserve the right to suspend, restrict, or terminate your access to the App, without prior notice, if:

• You violate these Terms of Use.
• You submit malicious content, spam, or abusive language.
• Your account is suspected of duplicate creation or fraudulent Voter ID submission.

Citizens may request account deletion at any time in accordance with the procedures outlined in our Privacy Policy.

These Terms shall be governed by and construed in accordance with the laws of India.

Any disputes arising under or in connection with these Terms shall be subject to the exclusive jurisdiction of the competent courts in Guwahati, Assam, India.

We may modify these Terms of Use from time to time.

Changes will become effective immediately upon being posted within the App or on our official website. Continued use of the App following any changes indicates your acceptance of the updated Terms.
